You have a grass build up under the mower. You need to turn it on its side and remove the grass from beneith. (make sure the mower isn't running!!LOL)

This will clear up the problem.

I would flip over the mower and clean it all out really well where the blade spins and if it still stops the get a new blade. Also make sure the bag is connected all the way and that you have the right attachment connecting it. If none of those ideas work then try cleaning the filter. If it still doesnt work right then its time to start considering getting a new mower.
You've probably got a ring of grass stuck underneath the mower. Unplug it, turn it over and get rid of the excess and clear the grass pathway to the bag. Don't mow wet or damp grass because the mower will clog quicker.
