My husband burns the tops of weeds with a torch. Does this really get rid of them forever?

The best way is a poison that kills the root. A squirt of oil is good to kill them, but environmentally unfriendly.
It may get rid of the seeds when it comes to Dandelions, but as a few of the others have said, the root lives on and it can spread through the roots as well. Better to use a Weedex bar or some such that kills broad leaf weeds.
