If I had to pick just one plant in my garden that has all the qualities you're looking for I'd have to say sedums. I have the taller varieties and the shorter groundcover types. They do well in dry conditions but aren't bothered by a spurt of rainy weather, tolerate some shade, attract butterflies, aren't bothered by slugs and such and look good from the time the flower bracts come out to the first frost. They also live a very long time plus they are very easy to divide so you can increase your stock at no extra cost. An added bonus that I like is that they don't need particularly rich garden soil or staking. They can be used in a variety of garden styles. The taller varieties can be used as a low hedge while the groundcover types are wonderful on dry slopes. Just use your imagination.

my favorite can fit all the above categories. it is a crepe myrtle.
Any arrowwood viburnum.
For flowers, I would choose a shasta daisy. They grow easily from seed and will return year after year. Slugs and other pests don't bother them. They will flower all summer and they make pretty bouquets.
