If you mean the moss outside the pond (on the rocks?), it's probably in the shade a lot, which foster's growth. Scrape and wash when it gets too dense. A bleach solution may reduce the growth too but it will always come back unless you get some sun on the surface a few hours per day.
If it's algae in the water, without a full blown eco system (fish, plants, snails, etc), there's only so much you can do. Delaying the growth is the goal so you extend time between cleanings. Chemical attack is the only solution.
Monthly-I put a bromine tablet in the bottom by the pump (whenever the last one disolves).
Weekly-Apply a very concentrated solution of algicide for green and yellow algae. The following day I'll apply a water clarifier. In both cases, dilute in a pail and pour it around the edge of the pond.
Be careful not to over do it. Less is better than more to keep a good ph balance. These chemicals can be obtained at home depot or any pool supply store. Apply per instructions, Take 2 margarita's and call me in the morning...
BTW, I've seen birds and cats drink from my pond with no visible effects. It's pretty diluted compared to the gutter water they often drink on the street.
Hope this helps.
