Answers:
Try some forsythia or burning bush. Either one should do good in montana. They do very well here in Wisconsin.. You can plant several of them in a row and in a fe years they will fill in and the forsythia will be beautiful in spring with bright yellow flowers. and if they get too gangling, you can trim them to a nice shape. Same with the burning bush which turns a brilliant red in the fall. most folks just let them grow and grow, but they can be shaped nicely too. Just let them grow the first few years. To make them thicker, you can trim the ends so they will fill out more.

I don't know where Mt.Billings is. I live in New Zealand. The best advice for the size of shrub you are looking for, would be a Banksia Rose. You don't say if you want it on a wall, or where? But this rose grows in most conditions, thornless, and requires little to no pruning. They come in Pink or white, and cream. Good Luck!
Hi neighbor (Hettinger, ND). Check with your local ASCS office. They usually have extra trees left over this time of year when they finish planting wind breaks. They're only 25-50 cents each and are always hardy in your particular area. RScott
