What are the two, four inch pvc pipes stinking out in the front of my house.?

they would be a vent and a cleanout for your sanitary or sewer pipes going out to the main drain line. provides air and access if they need to be cleaned out.
Most likely access ports to your sewage line, in case it ever CLOGS!

The four inch pvc pipes are sewer clean-outs, you may have two or three of these four inch pipes. They are there so that if you ever have your sewer(yard line) clogged, a plumber can "snake" your pipes(both directions). As for the two inch pvc, I really don't know, my only quess is it serves as a conduit (housing)for your sprinkler system wires to their control panel. Hope I could help.
When I ran plumbing to my barn, I installed a shut-off valve to facilitate repairs in the structure. I placed a shut-off valve in gravel and cut a piece of PVC to fit around it and capped it just like a clean out. Just a thought, shine a light down there and see what you got. Good Luck!
