If he is not doing it during hours that control such things in your city ords. what he is doing is actually smart!! Edging the turf before cutting is a professional method. I will concede that the night before is a bit out of the ordinary.
By edging the turf before cutting you make the cut along the edge more outstanding. The mower will remove the excess from the edging and give a sharper edge to the turf. The general apperance is more uniform.
At a major University I had the a group edging a day ahead of the scheduled cutting. While it looked and sounded silly, initally, in the end the results truly justified the means. While I would not suggest that you do it to avoid your kids or the night before, try edging before cutting yourself and see the results after a month.

Pick up your phone and call the cops ... report a noise ordinance violation ... nearly every town has them. My town's is from 10 P.M. to 6 A.M. and bans any unusually loud or excessive noise.

Politely tell him the noise is a bit annoying, maybe he could do it in the daytime on the weekend.Maybe he is avoiding the kids!
