I don't think there's a recruiting process, per se.. it's not college basketball.
Classified ads can work in the newspaper for general labor. For more advanced technicians, you may want to check with local community colleges to see if they have a landscape training school.. the next step would be from state universities..most with agricultural colleges will have landscape design curricula and they might assist in placing students and graduates.

Your best bet would be to wait at the border for the illegal's to cross over. They love that kind of work.
you could place a help wanted in tour local high school guidance office...see if you can get students that need community service hours.
