How can I get new leaves to grow on a dead branch instead of the tree itself?
Question:My tree died this winter and the leaves are now growing not on the original branches but elsewhere on the tree - any open space, even at the trunk, are sprouting leaves. Yet the majority of this tree is empty branches. I fear pruning the tree would hurt it but I could be wrong. Is there a solution to this problem?

also prune where there shouldn't be sprouts. you want to encourage growth where it will give a balanced appearance to the tree, and discourage it in places it doesn't belong.
it is just like when u get frost bite, if your fingers freeze then you will have to take them off because they are dead but the rest of the body is alive.
wich means that they are going to grow new branches, you just need to cut some of the branches.

Basically, you are right. Part of your tree did die. What is happening is that part of the tree is still alive, the lower sections(or older, more resilient parts). Those parts are sprouting leaves and trying to grow. You can prune off all of the parts that are brittle without hurting the tree.
Now, decision time. Do you want a short, bushy tree or do you want a tall tree similar to what you originally had.
If you want a short, bushy tree - cut off the main trunk above the leaves that are sprouting. Understand that the tree will not get really tall and it will probably be week because of the branching off.
The best decision would be to take and nick the underside of the branch where it meets the trunk. Don't cut it off, just make a small nick. Now moisten some peat moss, potting soil, or compost. Pack this around the branch and wrap with plastic wrap. Keep the soil or peat moss moist and in a few weeks you should see some roots. Once the roots fill the plastic bag, remove the plastic and cut the branch loose making sure the roots are kept with the branch. You now plant the branch and treat it like a small tree. To speed up the rooting process, you can paint the nick with a rooting hormone.
Really the only way to save the tree.
You can't get new growth on dead branches. It's always wise to prune off dead wood. If that would result in a tree that is too unsightly, it may be time to replace it.
