Rose bush has not blooms. What can I do to the bush?

Make sure the plant is in a nice sunny location. If it isn't, it will not bloom well, if at all. If it is in a sunny location, fertilize once every 2 weeks. You should see blooms within a couple of weeks. Also, look out for aphids on the new growth. They can stress a rose out enough so that it will not bloom.
It needs lots of sun, perhaps it is in too much shade, move it.
You could be pruning it wrong

roses love sun and water. Are you fertilizing them? Get a good fertilizer for roses. But if they aren't getting sun for most of the day it is an uphill battle.
Fertilizer. You can get some specifically for roses this will help them along. Make sure they have sunlight and are pruned at the right time. Easy! ha ha
