Scatter mothballs around the flower bed.
Lightly mist some amonia aound the flower bed not to much to kill vegitaion but dogs and cats hate amonia that worked on keeping my dogs out of the trash
Here is what works for us,MOTHBALLS!!!We push them down in our flowerboxes and in our mulch around our bushes and other flowers. It works!
I know this sounds disgusting, but coyote urine works great. If you live in an area with a sporting goods or other store that sells hunters supplies, they should have it. Put it in a spray bottle and spray your beds every few days, especially after rain. It won't hurt your plants but the smell of a natural predator scares the cats!
Mothballs work for me. When my husband and i first bought our property, it had been vacant for awhile and the neighborhood cats thought it was their own personal bathroom. I put mothballs around the foundation plus scattered some around my plants and the cats stayed away. Just remember to replace them periodically as they dissolve in the rain.
