Is it okay to cut the trailing ends of a hanging potted ivy plant?

Yes and yes. I like to do one at a time (one tip every other week for example) to give the plant time to recover and maintain a full appearance.
It will not only make the plant bushier, but if you put the cuttings in water, they will root. Plant in good dirt and you'll have another plant!
