Recently planted a dogwood tree and it appears to be dying or dead. the leaves on the tree are like crisp?

scratch a few limbs in places and see if you see green under the bark. If you don't, pull the thing up and plant another in the fall - but this time remember to water it and make sure you plant it correctly.
Shrubs and trees experience shock when they are planted or moved at this time of year. Best time for planting or moving them is early spring or late fall when they are dormant. Give it some time, new buds should appear right behind the old leaves if the plant hasn't died.
Also check to see of the branch or twig is flexible. If it is dry and breaks then that branch could be dead.
