Question:

Answers:
water your plant from 6;am to 10;am in that time this way it dosnt set in water or water dosent it on leafs to long to cause mildow and sun will dry up any that it needs to in the heat of the day but its always better to water early morning

I don't think time of day is too important, just don't water at the peak hot period of the day. (outdoor plants)
AM is best, but others will say PM. I say am because if the foliage gets wet most plants can suffer from mold or mildew. Watering in morning will allow the sun to dry off the foliage so this won't happen. I know this to be especially true for roses who hate to get their leaves wet.
am is the best time of day. Gives them all day to dry out as not to encourage fungus growth in the wet darkness.
am before the sun comes up and is still cool. pm when the sun has started to go downand it gets cool
