The more you water, the more nitrogen you are going to move out of the root zone. Nitrogen is very mobile in the soil so the more you leach, the yellower your lawn. Phosphorous and Potassium aren't as mobile, so they will stay closer to the root zone. A quick shot of water won't hurt any to incorporate the fert into the soil, but if its a granular or time relased fert, it won't really make much difference.
Depends . . . is it just fertilizer or does it also contain weed killer? If it contains weedkiller, no. The granules should stay on the leafy part of the week to kill it. If you water the lawn, the granules will come off. If it's just fertilizer, I'd water if possible. if it's going to rain soon, though, I'd just let it sit.

If it is a weed/feed, such as Scotts Plus2, you should apply it to a wet lawn so it sticks to the weeds and kills them. On the other hand a Pre-emergent, such as Scotts TurfBuilder W/Halts, you should water this product in within 24hrs to activate the active ingredient(pendimethlin). All other fertilizers should be watered in(1/2 inch) within 24hrs, as long as rain is not expected.
Another tip, to avoid staining and fertilizer getting into our waterways, remember to sweep up the excess product.

Nitrogen actually needs lots of water to be active. That is why, if you dont water, the nitrogen will leach the water out of the roots of the plants and surrounding soil, causing the yellowing. Always water if using a high nitrogen fertilizer. But also, read the label well. Good luck
