Buy an industrial strength grass killer. There are certain kinds that will kill all vegetation, but don't plan on growing anything there for quite some time after.

You need a weed killer & I agree Round Up is the best - but you will continue to battle the weeds no matter what. My husband is an avid lawn care person and he has told me in the past you have to get rid of all weeds, grass, etc before doing any planting - have to spread plastic after clearing everything out; then dirt or rocks; then plant flowers.
I'd go to home depot or Lowe's and ask them.
Remove the rocks. Hoe or pull up the plants. Put weed barrier fabric down, rplace the rocks.
