The adult cicadas don't eat or drink, they don't even have a working mouth. They will not damage your bushes in any way. The larvae are the ones that do damage. They spend about 17 yrs underground sucking on the roots of trees.

Any type of netting with small enough mesh to keep them out would prevent them from being able to lay eggs on your trees/bushes.
Nothing b/c cicadas don't eat. They just look gross, make a lot of noise, procreate and die.
