I really don't understand your question because of the wording. Are the herbs safe from rabbits or are the rabbits safe to eat the herbs?
Anything in a garden is fair game when it comes to roaming animals. Instint tells most animals what is safe to eat and what is not. If you have a domestic rabbit, he/she may not have that instint. I live in a neighbourhood with tons of rabbits, and have never had an issue with them eating my herbs. They eat my lilies, cistena cherry shrub, tulips, etc., but so far never herbs. I have grown oregano, basil (several varities), sage, savory, thyme, dill, and parsely. I have always planted them in a container (except the oregano), so maybe that helps (it is only about a foot high though). I say give it a go!
