Is july too late to plant perennials?

Never too late to plant them. Of course, it would help to know where you live! Here in Southern California it is a different story!
july will be fine just make sure you cover them if there is to be a ground frost.
Assuming July is "summer" where you live, it isn't too late. I moved into my house in July 2 years ago and planted perennials then. They're doing fine!
It should be OK. You may not get a great bloom from them, but you might... just depends on what it is.

Remember that plants drop their seed after blossoming and very often the seeds drop and grow right away.
