moth balls . spread around a generous amount than place mulch over top... works for me,... Also planting Mums help.. they dont like the smell of them also

The extract of hot peppers, capsaicin, has been known to work but it needs to be frequently applied, especially after it rains. Same goes for other oils that have shown some efficacy. Your best bet is to catch small rodents them in a humane trap. Bait it with peanut butter and then release them far from home (many miles or they may return).
sprinkle cayenne pepper everywhere the squirrels are eating/digging. reapply after rain...or every few days (to keep the scent strong) for a couple of weeks or so. they will leave.
hope this helps.
my three suggestions .hot pepper oil ,moth balls or a german shepard!
