Could you use the lower leaves to make tea or does it have to be the top 2 or 3?

I just cut the whole stalks leaving 1 or 2 leaflets for it to bud out again and just throw all of it in a pot of boiling water. They do it that way all over the world and the tea comes out tasting great! Try orange mint that is the best I've found!
