I want to get rid of the much next to my house?

Question:and replace it with rocks.. Should I go with concrete next my house then put rocks were the mulch was inside the flower box. I also want to lay some stones next to the flower box area do I need fresh sand or can I use the sand already there. How levele should it be? any help would be greatly appreciated.
