I bet it is either Forsythia, or today I saw some lovely Laburnum (golden chain?). They seem to be more hangy then the Forsythia, more of a cascade. Beautiful but the seeds are deadly poisonous so around kids and animals

Could it be Yellow Japonica? Being in Hampshire UK I'm only guessing of course! Where is bc?!
Is it Forsythia? It is not actually a tree, but a bush and it has cascades of yellow flower-ish things before the green leaves come on for the summer. Ours already bloomed, but being a bit further north, I suppose it could still be the right season for yours.
How you can find out if it is the right thing is to go to google and pick "images" and then type in the name I gave you or any others that people may tell you. When you see the pictures, you should know if that is the one you are looking for.

You are probably looking at Forsythia, an upright shrub with the first of the spring flowers. I gather you are in British Columbia and just behind us (Massachusetts) in spring. If you are farther along than that, then it is Golden Rain tree or Golden Chain tree but I would doubt that as it is too early here for those.
First major blossoming of spring flowers, Forsythia (and Quince), followed by Magnolia, Rhododendron, Azalea and on and on.
Nice spring combo is Forsythia with Macrantha Azalea planted around or in front. Forsythia is a nice hedge and when mixed with Weigela (later blossom in red or pink) you get a hedge that has a long blossoming time and plants with similar appearance and habit.

Could it possibly be a "Golden Rain Tree", if it is truly a tree? ...and not the Forsythia or Witch Hazel which are also blooming in your area now.
