I put grass seed down and raked it in but after i watered it seem alot of the seeds r on top is it okay?

yes... the grass would be planted too deep if some didn't float to the top. try covering the seeded are with a thin layer of peat moss to keep the soil moist longer between your 1-3 a day waterings (you want to keep it at least a bit damp until germination). It will aid in germinatation and keep weeds at bay--your lawn is most vulerable when its newly planted.

Yes its fine. Just make sure you water it twice a day the grass will grow in no time.
Thats normal unless you flooded the area when you watered. Grass seed can be spread on top of the ground and if it is kept moist can still germinate not that I would recommend trying this. Your seeding should be fine.
