When you plant vegetables but not outside how do you plant them?

Question:Like in a cup,napkin,moisture and other things!?!:-)

Answers:
If you want actual vegetables, you need something like soil - a cup or napkin won't cut it - and they nearly all need some kind of exposure to sunlight. Growing carrot tops etc on a moist napkin gives you leaves, but no root; you won't get a harvest.

A broccoli box makes a good vegie garden; fill it with rich soil or potting mix and put it somewhere it'll catch some decent natural light (and on a towel at least). You can grow lots of veggies in a small area if you give it some natural fertiliser (like a seaweed one) regularly and particularly if you can grow beans and peas, etc, up a long stake or patio/balcony pole.

Hydroponics?
Green side up, thats how you plant them
