If the stem is woody enough you may get lucky. Since the spring is almost over the chance to succeed is minimal.
Try though, you have nothing to lose.
Add some soft soil or peat moss in the place you'll planted to give it a better chance.
you may be able to if the piece is big enough. i would try to if it isn't too much of a hassle. who knows...maybe you just made yourself a second rose bush?
Get some rooting powder, dip the cutting into it and put into a small glass with water, within a few days it should start rooting.
Here's a link to help =)

You need to cut the broken end on a diagonal , dip it in a product called Root Tone ( found at any garden center or Wal-mart) plant in sterile soil in a pot and keep moist. Some of the leaves might die before it seems to start making new roots but don't worry about this. After a few weeks gently tug on the stem to see if it resists ( this means that roots have developed). Then plant it and TAA DAAA a new rose! Happy gardening!
