Tall Fescue will stay green year round and is easy to maintain. Bluegrass/ryegrass lawns are nice but use water less efficiently than fescue lawns. Try a 90% fescue with 10% bluegrass mix for the best look!

Get some purpleecstasy, flypaper, old yeller, bride of dankerstein are good types of seed for grass. You are in California so these varieties shouldn't be that difficult to find. I perfer northern lights, very smooth.
In cooler areas, Kentucky bluegrass, fescue, rye- and bent-grass lawns from seed or sod. In interior California, plant warm-season lawns, such as Bermuda grass.

Just do a quick Google. It's about $20 per 100 sq. foot, and it's a grass seed with fertilizer around it. It will grow anywhere, and it will grow fast.
Just rack the soil, lay down the seed, lay down some hay, and then water daily.
