It could be one of two, plants; but since you described it as a small tree, my guess would be Jacaranda mimosifolia; or the Jacaranda tree. Also since you say it's small I'd say it's probably a young tree.
Jacaranda mimosifolia, has very finely cut fern like foliage, and large clusters of lavender blue flowers. It can grow 25-40 feet tall, and 25-35 feet wide; the crown is open and wide, and is semi-evergreen. It is an excellent "xeriscape" plant(meaning it is good for dry areas) since once established it needs only occasional water. It is only hardy to USDA hardiness zone 10(30-40 F) possibly zone 9 with winter protection.
The seed pods are very attractive in dried flower arrangements...
