Can somebody please tell me how I can get a starter from a rose and plant it? My mom has to wild rose bushes?

Roses are easiest propagated through cuttings. Best way I have found is to set up a mini-greenhouse using either old 2 liter soda bottles or large, clear storage bins. This reduces the amount of misting required. Also, placing the containers underneath florescent lights will greatly increase your success.

Three weeks ago I took 45 cuttings of and old garden rose called Old Blush. Using the tub and light method as described above I now have 45 new roses. Many are showing new growth, none have lost all their leaves, and inspection of the containers shows roots coming out the bottom.

I think you will find a wild rose bush will have alot of "suckers" coming out from the bottom... you should be able to dig in a bit and seperate one out to transplant - easiest while dormant first thing in the spring (northern climate here). Generally established roses can be dug up and the roots divided into seperate plants.
Getting a sucker as mentioned above is an excellent idea but if you don't have any suckers yet try taking a cutting. It is not the easiest thing to do but in the spring cut a piece of the stem that is about as thick as a pencil and about 7 or so inches long. Cut a few to get a better chance at rooting. Dip the ends in rooting hormone and plant in a small container with potting soil. put the container, cutting and all, and put it in a plastic baggie like the ones you get in the produce section of the store. Make sure you have drainage in the container and keep the baggie loosely closed. Keep the soil moist but not wet till you see new growth. Then you can cut back on the water a bit and start to acclimate the cutting to less humidity by opening the baggie wider. Hope this is what you need.
