Because.God was watching.
you have to much water and not enough dry air. its mold. all you really need to do is scrape the surface and you might have to do it 2x but that's all you need to do. my moms plants do the same thing
I'm assuming you meant to say potTED plant? If that is the case and fungi, mold or moss is growing in the dirt, it is likely that it is in too moist of a location with not enough sun. I wouldn't leave it, as it will compete with your plant. Dig it out, then give the plant more sunlight and less moisture in the soil.
