What does "maintain 1-2 inches of water in the pot at all times mean" when watering a bamboo?

Question:The pot is not clear, so I can't see through it, so how am i supposed to know when there is 1-2 inches of water in there?
The pot is small and round, and is about 3/4 full of dirt, with rocks on top.

It should have that much water on top of the rocks. They grow in water. You can repot in potting soil

Get a 2" deep dish and set the pot inside of it. Keep the dish full of water. Hopefully you have holes in the bottom of the pot, if not, make some.
