Why are you feeding your plants? Proper soil balance, good watering system and right exposure to sun is usually all most people need to get a good result in your garden. Plants which aren't thriving in a garden don't need to be fed - they need to be maintained differently. Root stimulator for newly planted shrubs/trees is different.
With over 60 rose bushes, 100's of iris & daylilies, and ever-blooming full gardens and a thriving water garden, I speak from experience. Plant food is just another chemical, put your plants in the ground correctly and water them well, they should do great.
The Ph in your pond is important, as well as a good balance of plants & fish. Koi may damage your plants and some plants will take over your pond. Again it's a balancing act.

Large quantities may well harm the fish and will almost certainly cause an algal bloom which will rob the oxygen from the water.
it may increase the algae level over time since it's an increase in nitrate/nitrites. It wouldn't happen immediately, but it'll mess with the natural cycle in your pond and cause the bloom later on.
I'd probably keep it away from your fish.
