What's an alternative to watering my garden without a garden hose?

If you water source is above your garden, elevation wise, you could use the same channel irrigation that has been around since the Pharoahs and still used in farming today.
Simply dig a main channel large enough to feed the garden and then connect it to smaller feeder channels between each row. You can control which channels get water at any point by closing off the top of the feeder channels you want to restrict.

Unless you want to spend money on an irrigation system, your only other alternative is a watering can (or buckets). Hoses aren't too expensive, and are worth it.
I just put in a veggie garden. I bought one of those "soaker" hoses, it has tiny holes so the water seeps out all around the roots of the plants. I put it on a timer so it goes off twice a day for 15 minutes. Another option if you really don't want any hoses, are these cool little things, although I haven't used them myself:
