How do I keep my neighbor's dog from urinating on my shurbs?

Tell the neighbor, use threats if telling don't work. If this doesn't work, throw something at the dog.
I would talk with the neighbor, and ask him/her to restrain the dog. Most places have leash laws, and an animal that's chasing around in your yard is certainly in violation of that. If they won't cooperate, then the best thing you can do is to arrange for a live trap with your animal control office. After the neighbor has had to bail his dog out of the pound a few times, he'll get the picture. It won't hurt the dog (and may even be doing it a favor if it's in danger because it's loose), and your shrubs will be in much better shape.
try mixing up some hot pepper puree in water and spray the plants, will not hurt the plants but the dogs and cats hate it, and hell if it don't work on the animals maybe you can spray the owners .. ha ha ha
stick long sharp pins in your shurds think about it and if that hppend to me i would not come back to that garden
I had a friend once that hooked up wires to a 12 volt car battery and draped them over the shrubs. He said the dogs visited once and then never came back. Personally, I think this would be a rather drastic measure and I don't know if it really even works. I had that problem with cats and nothing I tried worked. I ended up buying a live trap and turning them over to animal control. Good luck.
i would certainly say something to the neighbor nice and polite but just to let him know you are not happy.cos eventually you will notice that bush will die.
Get one of those great big soaker squirt guns the kids have. Put some ammonia in it and squirt the dog. He probably won't come back. But do this only after you have tried to reason with your neighbor. And then there's always animal control if you have leash laws in your town. I like the ammonia thing myslef. Beats summer re-runs.
