Spray water with a little dish washing soap in it.

Make sure you spray under the leaves and in any cracks and crevices,, repeat in a couple of days,
If that does not work use malathion. Wear safety glasses or goggles
You don't say what the bugs look like. If they are white fluffy bugs, try spraying the tree with White Oil. Or, you can cut off the affected parts, place them in a bag and dispose of them.
