If it's a soaking rain, no. It's bad for the mower and the lawn. If it's a sprinkle and it isn't very wet or long, then you should be fine.
Sure you can, I am forced to do that this year with all the rain were getting. In fact I go out and cut it as soon as it stops because if not it'll just start raining again. It's a little harder to mow, and you need to make sure theres no standing water or it'll just make it harder for you

yes...but wait a short while for the grass to dry a bit...if you mow it wet you will have really clumpy grass piles in your yard and it will be all gummed up under your mower..

A dull blade will simply tear out the grass, and make a huge mess out of the yard, plus the grass clumps under the mower will be terrible to clean.
What I do, is, First, I spray the lawn mower with WD-40 under the mower deck so its easier to clean! (Always wash out the underside of a mower, regardless, so that the deck doesnt "rust out" because the grass turns acidic when it decomposes, and will pit and ruin even aluminum decks!).
Then sharpen my blade and use a harmonic balancer to be sure its "just right".
Adjust the deck to the proper height, (your only supposed to take off a certain amount, not a couple of inches-->but, who really goes by that one, eh?).

Sure, you may have clumps of wet grass thrown out the discharge intermittently instead of evenly. Also the wet grass may stick to the underside of the mower deck,which would require scrapping.

Sure if it has dried out,in the summer grass dries out very quickly after watering, the trick is to water the ground not the grass as much!!
If grass is still wet your lawn will be uneven with clumps and clippings will build up under mower. If using riding mower tires can tear some of the grass.
