I have a very weird white substance in a part of my garden. It seems a moss or something of the sort...?

Question:It seems to be destroying the thyme and fennel that I just planted there. That particular spot is very sunny, it wasn't watered for months and there was an ant colony there before I replenished the soil. The soil is very clay like, but I added a lot of amendment to fix the problem. The rest of the plants in my garden that are not in the part with the weird white stuff are fine. What is it and what should I do about it? Thanks ever so.

Are you in the south? Does it look like this? http://www.ces.ncsu.edu/chatham/ag/susta...
If so, it is Southern Blight Disease (Sclerotium rolfsii)

Was it in the soil or leaves of your plants. You may have an aphid problem (they cause downy mildew). Try washing your plants off with water under pressure.
You say that there has been no water. But, it sounds like "powdery mildew". You say the ground is like clay. Is it damp (despite NO watering) If so powdery mildew MAY be the problem.
Hello,
I had that once, it was a fungus.T ake to your local nurserie, they will help.
