the best time would be during the spring when they are in there growing season.or fall when its cool out.never in summer because they might not recover from the transplant in the heat.also niether in the winter because they are dormant (not growing).hope this helps
When they are in their natural dormant stage, unless they are tropicals or annuals in pots. For these, pick a cool day or late evening/nighttime.
If they are annuals you can do this at any time. Evening is best. You may also need to provide shade for them for a few days so they can recover from the shock. If they are perennials you should do this either in the fall or spring.
