It depends on the town in which you live. I work for a fence company in NJ. And in most towns here in jersey, the good side as to be facing your neighbor. I would check with your town and ask them.

Check the city ordinances if you live inside the city limits. Even if there is no law it would be common courtesy to put the good side facing the neighbor. That's just what everyone does. I know I don't want to see someones ugly backside of the fence and I would raise cain about it.

I prefer to call them posts. Generally they go on the inside of the area that is being enclosed. For residential use, they should be on the inside so the neighbor enjoys looking at the better of the two sides. In fact, according to some building codes, this is not optional. You must face the best looking side of a fence towards the road and your neighbor. Check your local code requirements always before buying and erecting a fence.

In PA the side of the fence that has the horizontal bars across is supposed to be on the inside of the yard (your side) the outside is supposed to be the "nice side" that's if its a wood fence... if its one of those wire fences i don't believe there is a difference between sides.
No but, I would make the fence look the same from both sides. No air tools! 100% stainless screws for all the boards and 3.5" hot dip galv screws for the frame! Ooo-Rah!!tf
While laws differ in certain areas, check out some of these designs where both sides of the fence are the same.
The last site has an idea called a anternating panel fence. These are really popular.
