You need a landscape rake . Rent one from a garden supply This rake is about 3 feet wide and made for leveling soil before planting grass. you can also buy one at Home Depot, but they are very expensive

Essentially, all you can do is rake level and roll the ground. Rake and roll, plant your seed and rake it in to the top layer, and roll. The ground will likely settle poorly, because tilling breaks up the soil to varied depths. The best method is likely get it close the first year, then top dress each year with fine black top soil in thin layers, and you should be able to fill in the low spots that develop.

Rent a lawn roller. It will flatten the ground down. Don't know what a rental rate would be, but my father rolled his yard every summer.
