What's up dude did you get pulled over? I don't know if it is aloud in your town. You don't have to have a licence to drive it and it is only going a max of 5 mph. Back or two line roads only are permitted. (no high ways) Path ways can be tricky look for signs like bikes only or no bikes that would probably include no lawn mowers.
In my town we have a lot of lawn service guys that drive to there customers home via lawn mower .We even have an old man that drives his mower every where and I think he has fought and won a dui charge. But that is just hear say. Get a trailer and you can take a date on a joy ride or go to the market.

push bikes with a wheel diameter 12" or less have always been classified as "pavement" cycles. by nailing the definition to the wheel size the law created the loophole that resulted in the shopper cycles. which could and can be ridden on the pavement. local bylaws may change this. but i don't expect it would be too popular if a lot of little kids started getting busted!
you can probably get a permit which will mean a reg plate don't think taxable but insurance would be needed. the reg plate for id purposes
