You can have the tree sprayed with a growth regulator called florel. It has to be sprayed at a certain stage of growth during the spring to control the balls. It works, but not 100 percent

Have a bubble blowing party. Make sure the prizes are good to attract the professional blowers. They can get at least 5 wads in at once. And in the morning, viola! gum balls gone!
But beware, it may become a seasonal event and you might have to get a liquor liscense and a swimming pool with those rent-a-babes.
You won't get rid of them when they are still on the tree (a Gum tree). Let them fall and rake them up, which does nothing to hurt the tree.
