You don't say where you're located, so I can't give you exact advice for this, eg. Florida would be different to New york, or The UK or Australia etc.
However, there are some generally renowned climbers that are pretty fast paced in their growth:
Mile-a-minute -Polygonum baldschuanicum - as the name suggests, I've seen this in Louisiana as well as in Europe. not evergreen though. Small white flowers, but can be invasive.

Some Passion Flowers can be pretty fast growers, and are evergreen. Passiflora Caerulea is the most hardy, wonderful blue/white/yellow flowers. http://en.wikipedia.org/wiki/passiflora_...
The hardy Clematis Montana is also great, I use the variety 'Elizabeth', which has light pink flowers in late spring.

I also use Virginia Creeper, Parthenocissus quinquefolia - which has wonderful autumn reds/burgundies in its leaves, which will cover walls and fences very well.

Overall, I'd recommend that you plant several plants, to give your more instant cover for such a long fence: you could even intermix them, to give your foliage / flower colour differences, as well differing flowering seasons.

virginia creeper is pretty and also referred to as 'mile-a-minute' vine
wisteria also gorws very quickly given the right conditions
Russian Vine (sometimes called Russian Ivy or Mile-a-Minute), that takes over very quickly. But be warned it will try for total submission of everything in its lust for world domination. I planted some in a large container and it hid an unsightly fence in two years, and was controllable because it was contained. It has a small white flower in the summer.

It's got to be Russian vine to be really quick. It is not the nicest of climbing plants but the quickest/. I would prefer Passion flower or clematis myself as they are far more decorative but not quite so vigorous. You might need more than one plant to cover the area you quote.It depends a bit on your priorities. I would go for the prettier even if it did not fully cover the area till next year.

We have both ivy and clematis in our north facing garden.
Ivy grows soooo much quicker than clematis - so ivy in terms of speed and coverage!!

Morning Glories grow really quickly, although depending on where you live, they may only be annual.
In Derbyshire, where I live, I planted honeysuckle in April and despite non stop rain, high winds and low temperatures it's already got to the top of a 6 foot trellis.
Clematis panticula, or also called silver lace vine. This clematis grows very agressively, have it on my fences, also grows up nearby trees. Covers itself in a white cloud of bloom in early august.

I notice persons mentioning the use of Russian Vine/ Polygonum. B. and as far as I am aware the planting of this particular variety is now illegal in England due to its rampant nature ( 15 feet growth in one year!) so if you are in England forget it..Besides it is also illegal to sell it, so finding a supplier would be a problem anyway..All the best anyway Yours Smiffy
Climbing Rose called Paul Scarlet. Fastest growing. Covers quickly in beautiful Red Roses. We have 2 . We cut them right back last year and they have no covered a Pergular and a wooden Arch.
