Can you do anything to a cottonwood tree to prevent it from "snowing" its seed fluffs every year?

Unfortunately no. You are talking about a large tree. There is no way to prune it so that the seed capsules can't send out their fluff. Sorry.
no this is the seed of the cotton wood. A plant's only goal in life is to reproduce.
The best you can hope for is stiff winds when the fluff starts to blow it away. I own lake property with heavy cottonwoods (The fluff works, they reseed vigorously!) and this year we had strong winds and the fluff is many miles away. Definitely a pleasure but rare that it happens. This is why Cottonwoods are undesirable for landscaping purposes. That and the fact that they are a "trashy" tree and drop a lot of limbs.
