How can I make my Bermuda Grass more Drought Tolerant? Water ban is killing it!!?

Peter, the best thing about bermuda is that is will go dormant, until such a time as rain comes and you can water again.
I advise against top dressing, particularly with sand. The reason is that you most likely have a clay based soil...and clay mixed with sand makes a concrete like substance!
Don't fret, let it go dormant (everyone else's is, too) and it will come back healthy and strong when the rain comes.

Call the water company or buy distilled water and put it on it...You could try to use something to hold more water in your lawn...hmmm.thats a bad situation.

Dressing it with top soil may help if you don't cover it up completely.it should hold more moisture.

Any good grass only needs light watering once a week. Give the grass a good mow first. Top dress it to a depth of 50 mm [2 inches] and add a wetting agent to the mix. Then give it a good soaking initially, and continue with a moderate water once a week. Because you have top dressed it will put down deeper roots and therefore need far less watering in the future. Remember the first time you water after you top dress, give it a good soak, then a light water once a week to follow. Good luck.
You can top dress with a mixture of sand and a good compost!
Sand help break up the soil for healthier growth and better water absorbtion, while also leveling your lawn.
Compost hold moisture for a longer use period for your grass! and adds nutrients your lawn needs!
With bermuda, don't worry about completely covering it when topdressing it, it wont hurt it! worry about even coverage and enough top dressing is better than too little, so go kinda heavy! in some areas you may not see the grass under the topdressing and in some areas youll be too thin! So when done use a hard rake upside down and even it out!

O f course the best route to drought resistance, is how you water! When water is available, you should water less often with deeper waterings each time! This develops a deeper root growth therefore allowing longer periods without water beacause of more water being available to your lawn. the sand of course also helps out in this process. the deeper water can penetrate the less you loose to evaporation!
