I have never used Preen weed preventer before do I put it down before I mulch or after or both?

Both. On the soil prevents seeds that are there from germinating, and on top of the mulch prevents the seeds that land on it from germinating. YOU WILL LOVE IT!!

You have to put it on before you mulch. If you apply it at the labeled rate to the soil and mulch, then you have just applied a double rate. Not good. If you split the rate 1/2 & 1/2 between the two then you have applied a 1/2 rate to both, not good. Do the final grade of the soil, put the pre emergent on at the labeled rate, then mulch.
