What I did was to when you cut the stems, chose a sturdy one with "eyes" and dip it in rooting hormone. Put in a pot and water lightly. Keep out of sunlight. Best time to cut is in October when it is cooler. Another way is to cut and put in a vase of water with some fertilizer. When roots starts to form, transfer to a pot with top soil and you can add a little rooting hormone.
The first cut I ever made and put in a pot grew to a beautiful rose plant almost 4 feet high. I still have to this day.

Use cuttings from the young but firm stems of the rose. Put them in the soil in march. Cover them with a plastic bottle cut in half (use the top half). In may you can remove the bottle.
Note: You might need to graft the new rose. If its a rose you bought in a bouquet you dont need to do this.
