Mosquito larvae cannot tolerate a lot of oxygen in the water, so put in some kind of feature that aerates the water. ( A fountain, a waterfall, a bubbler, or even oxygenating plants should work.) Also mosquito larvae cant tolerate moving water, they like it to be as still as possible, so you could install a feature that will move water. (Once again, a fountain or a waterfall would work.) I am kind of surprised that the Koi aren't eating the larvae. You can also buy a product called Mosquito dunks at local stores such as Walmart, Lowes, Home Depot and most garden supply stores. They kill the larvae by interrupting their digestive system and they starve to death. The dunks are not harmful to fish, plants or pets.
