If your weather is like it is here in NC...it's too blame DRY.
Probably a combination of amount of water and hot days.
feed it with lawn fertilizer
swap you, mine is about two foot tall!!
your lawn may not be growing due to the lack of water and the amount of sun it has been given
Nobody's lawn grows, unless they buy the piece of land next door. Only the grass grows.

Have a star for your lawn,

it needs water
it would be helpful to have some details...
It takes 3 things for grass to grow.. water, available nutrients and adequate temperature.
If you're missing one of the three.. it won't grow. If it's dry. you need to water. If the soil is poor, you'll need to fertilize. If it's too cool or hot.. well.. there's not much you can do.
maybe you planted the seeds upside down .. did you read the instructions on the packet
I will guess you sowed some seeds and its not growing. Here is what you should do. Just scratch the area some if you are just doing a small area. Sow some seeds by just dropping in the area you want the grass to grow. Then put down some straw or go to a lowes or walmart and get a material you put over the seeds. This will help keep moisture in the grown. Water each night and before long your grass will be growing.
if your lawn gets as much attention as your question then no wonder it does not grow
It requires sun, water and fertiliser. All of these added to your lawn will increase growth.
