I pay rent i cant go outside my apartment building to sat outside because the landlord said im loitering?
Question:if anyone stand on the outside of they apartment building they are loitering but they pay rent there

This is a delicate situation. If you live in a multi-apartment building that has a single entrance from a city right of way such as a sidewalk you are indeed loitering. Even if you have your own private entrance if it is accessed by private property, meaning it is owned by another and you are leased only a living quarters. If however you have a door that goes out to a patio area or a small lawn then you are entitled to that space as part of your rental agreement. Check the fine print on your lease and the apartment rules and regulations.

Depending on the conditions and area, it may be a law but I doubt it. If I were in your shoes I would tell my landlord to eat a d*ck. You pay the rent..
tell him to go to hell. I would call the city in which you live or threaten the landlord with a lawsuit. What a dumb a**! Have you been behaving while you are outside because that just sounds totally stupid!
Search for landlord/tenant laws for your state on line. Or go to the Magistrate's Office in your city. They will have a copy of the landlord/tenants laws you can read, and can tell you the number to call for your own copy. You have a right of "quiet enjoyment" of your apartment and the common areas should be included in that. Check your lease too, it might spell it out.
